In 1968 the C&O placed an order for the first of what would total approximately 226 new extended vision cabooses from International Car Company. This batch was unique in that they were the first to sport the new standardized color scheme of Enchantment Blue rather than the yellow used previously. The cars were numbered using the B&O numbering sequence and ranged from 3100 to 3325.

Various number groups were assigned to specific areas of the C&O. Detail variations included cupola windshield wipers, primarily on units assigned to the Pere Marquette District in Michigan. Car 3260 and higher were built without running boards (or roofwalks) and end ladders; additionally these were removed on a number of other cabooses.
